What Is IVRM

IVRM is an institutional management standard for governing capabilities as value-producing assets.

IVRM provides a coherent institutional mechanism for defining, governing, assessing, monitoring, prioritizing, and tracking capabilities in relation to realized value. It is designed for institutional adoption and institution-operated use as a repeatable management mechanism.

What IVRM is

IVRM is a formal institutional management model for governing capabilities as value-producing assets. It provides a repeatable management logic through which institutions define capabilities, assign ownership, assess condition, monitor signals, interpret dependencies, prioritize intervention, review the capability portfolio, and track realized value over time.

Why IVRM exists

Many institutions have strategic plans, governance structures, operating models, and transformation programs, but lack a coherent institutional mechanism for managing capabilities as value-producing assets. As a result, capability-related decisions are often fragmented, interventions are weakly prioritized, and value realization is inconsistently tracked. IVRM is designed to address that structural gap.

What IVRM is not

IVRM is not a maturity model, a capability map, a transformation methodology, a consulting framework, or a one-off assessment tool. It does not replace strategy, enterprise architecture, operating model design, project and program management, risk management, or operational performance systems. It may interact with those disciplines, but it serves a different purpose: governing capabilities as value-producing assets through a coherent institutional management logic.

Model, mechanism, and infrastructure

IVRM should be understood in three related forms. As a model, it defines the institutional management standard. As a mechanism, it describes the recurring means by which capability condition, governance, prioritization, and value realization are managed over time. As infrastructure, it refers to the established institutional form through which IVRM is embedded in governance, ownership, cadence, and reporting.

Portable core, variable instantiation

IVRM is a portable institutional meta-model rather than one fixed enterprise taxonomy, one fixed governance design, or one fixed set of measures. Its core management logic remains stable across contexts, while sector content, governance assignments, evidence environments, thresholds, and operating cadence may vary by domain and institution. This allows IVRM to remain consistent in logic while adaptable in application.

What IVRM changes in practice

In practice, IVRM gives leadership a more coherent basis for deciding where capability weakness matters, which dependencies require attention, which interventions should be prioritized, and whether action taken is producing realized institutional value over time. It turns capability management from fragmented analysis into a governed, repeatable management process.

Minimum standard

A valid IVRM implementation requires a minimum institutional chain consisting of capability definition and ownership, capability condition assessment, capability monitoring signals, capability dependency mapping, capability intervention prioritization, capability portfolio review, and value realization tracking. See the Minimum Standard page for the formal public statement, or the How IVRM Works page for the operating logic.

  • Capability definition and ownership
  • Capability condition assessment
  • Capability monitoring signals
  • Capability dependency mapping
  • Capability intervention prioritization
  • Capability portfolio review
  • Value realization tracking

Institutions may extend or customize IVRM in local application, but these core elements must remain intact for the model to retain portability and consistency across organizations.

Institutional use

IVRM is intended for institutional adoption and institution-operated use. Organizations may use it internally as a management standard for governing capability condition, intervention, and value realization over time. DUNNIXER is the originating steward and canonical publisher of the model.
